Lia Quartapelle is an Italian MP of the Democratic Party (PD) since March 2013, member of the Commission of Foreign and European Affairs of the House of Representatives. She is a member of the Parliamentary Assembly of the European Council and of the Italian board of the European Council on Foreign Relations (EFCR). In 2016, she promoted the creation of the Young European Legislator Network to create a united front on young people’s policies in Europe. She is also President the Italian section of the Parliamentarians for Global Action (PGA) and of the Italian section of the Women in International Security network (WIIS). And part of 2018 European Young Leaders (EYL40) programme led by Friends of Europe.

After a Master at SOAS (School of Oriental and African Studies) in London and having completed her PhD in Economics University of Pavia (2012), Lia Quartapelle became a research fellow at ISPI Institute and is primarily concerned with economic issues relating to Africa. In 2007, she was an economist for the Italian Government in Mozambique. She is the author of two books: General Budget Support as Conditional Aid. The Case of Mozambique. A Game Theoretic Analysis of the Relationship between Donors and Recipients. Berlin: VDM Verlag Dr. Mulle. Calchi Novati, Giampaolo and Quartapelle, Lia (edited by). 2007. Terzo Mondo, addio. La conferenza afro-asiatica di Bandung in una prospettiva storica. Rome: Carocci.
